The city of Yinjin is mentioned in both the Shiji and the Hanshu. According to the Hanshu, the county was renamed Ningqin in the fifth year of King Huiwen of Qin (333 BCE) and subsequently renamed Huayin in the eighth year of Emperor Gaozu of Han (199 BCE). In the 1980s, the Shaanxi Provincial Institute of Archaeology excavated the Wazhaliang site and uncovered the Jingshi Granary, a large storage facility dating to the Western Han period. Bricks bearing the inscription Ningqin were discovered south of the granary, indicating that the site was located within Ningqin County. Archaeological investigations also identified the remains of a walled city that can be dated to the early Warring States period. The city had a perimeter of approximately 3,330 m and enclosed an area of about 784,000 m².
